Online Sports Betting in Minnesota Legal Updates
There is no legal online sports betting currently offered in Minnesota. However, several attempts have been made to legalize the market.
The most recent move by Senator Zack Stephenson (Rep) would see Minnesota tribes offered a single online sportsbook skin each. There are currently 11 tribes in the state, each of which would be permitted to run an online sportsbook. The tribes run 19 land-based casinos between them.
Mobile and online sports betting in Minnesota would be for over-21s only, and gross gaming revenue would be taxed. In addition, Minnesota’s racetracks would be allowed a sports betting license.
New Sports Betting Bill Ahead For Minnesota
Democrats gained control of the Minnesota State Legislature in the November 2022 midterm elections. Once state lawmakers reconvene in January of 2023, there’s a plan afoot to introduce a new bill that would legalize sports betting in Minnesota.
State Representative Zack Stephenson, a Democrat who represents Coon Rapids will be introducing the new bill. Under his bill, the state’s Native American tribes would be given exclusivity to operate legally in regulated sports betting in Minnesota. They would house retail sports betting sites inside their casinos and also enter into partnerships with private operators of mobile sports betting apps.
“I think that our best bet for such a big expansion of gaming in Minnesota is to stick with our trusted partners,” Stephenson told Fox9.com. “The tribes have been operating gaming in Minnesota for longer, more successfully, and at a more sophisticated level than any other entity.
“They’re the most regulated gaming operator in the state of Minnesota.”
Tribal leaders are scheduled to meet this week to set their legislative agenda for 2023. The stance of the Minnesota Indian Gaming Association remains that they be the sole operators of sports betting across the state.
The MIGA said in a statement that they “support state efforts to authorize sports wagering both at tribal gaming properties and through online/mobile platforms and believe tribes are best positioned to offer this new market to the state’s consumers.”
Under the new proposal, the state would get a 10% cut of the net profit from the tribal sports betting operation. Estimates are that could add up to $20 million per year. Of that amount, 40% would be earmarked to problem gambling solutions and 40% to youth sports, particularly within communities experiencing significant levels of youth crime. The remaining 20% would be utilized toward the establishment of a state regulator to oversee sports betting.
In 2022 the House passed a bill that would’ve basically done what the new proposal is offering. However, it was defeated in the Senate. Republicans, who were then in control of the legislature, felt that Minnesota’s racetracks should also be getting a cut of the sports betting dollar.

There are two bodies in Minnesota who would have a say over retail and online sportsbooks. The Minnesota Gambling Control Board regulates bingo, raffles and charitable gaming.
