Vermont online sportsbooks are not live and sports betting remains legal in the Green Mountain State. However, there could be the first signs in 2023 that lawmakers want to update old gambling laws.
The Vermont House passed sports betting bill H127, and the Senate made some changes before passing the bill on to Governor Phil Scott for a signature. If passed, the timeline for sports betting could see an early 2024 launch.
It is exciting times in the Green Mountain State.

Online Sports Betting in Vermont Legal Updates
Vermont is currently one of 14 US states not to offer legal sports betting in the country, but as stated above, that could be changing shortly. The Green Mountain State finds itself lagging behind nearby states like Massachusetts and New York who both have sportsbook laws.
Despite tentative steps in recent years to examine sports betting legislation, Vermont gamblers–for now–must cross state borders if they want to gamble online.
Government Committee Recommends Sports Betting For Vermont
A committee organized by the Vermont state legislature has come back with a recommendation that the state legalize sports betting.
The 2022 Sports Betting Committee unanimously found that a legal and regulated sports betting market could provide additional revenue for the state coffers. However, there was no estimate provided on how much that amount might be.
A draft report provided by the committee went on to suggest that legal sports betting products regulated by the state would be providing a much safer and more secure marketplace for those in Vermont who were choosing to participate in sports betting. As well, the report went on to recommend that a portion of the proceeds from sports betting be set aside specifically for the cause of providing help and resources to problem gamblers in the state.
The recommendation of the committee is that the Vermont Department of Mental Health administer these problem gambling services, as well as conduct studies into the impact of problem gambling.
State lawmakers established the 2022 Sports Betting Committee earlier this year to study the feasibility of legal and regulated sports betting in the state. Vermont lawmakers are of the belief that illegal online sports betting through the unregulated gray market is already prevalent within the state.
The committee has held several meetings on the matter since first being organized in April of this year, and even held a public hearing about the issue. They are of the belief that the best course Vermont could take would be to legalize both retail and online sports betting state-wide.
Other than the lottery, currently, there is no legal and regulated gambling of any kind in the state of Vermont, not even casinos or racetracks. The recommendation of the committee is that the state’s Department of Liquor and Lottery be the regulator of sports betting in Vermont. A bidding process for sports betting licenses would be opened up for private operators to apply.

Sportsbook Regulation in Vermont
Changing sports betting legislation in Vermont has been a long and laborious process. Currently, gamblers in Vermont must travel across the state’s borders to neighboring states which have more favorable gambling laws. Massachusetts to the south has legalized sports betting in 2022, as has New York to the west.
A study bill – S 59 – was introduced in Vermont back in 2020 and was approved by the House. Ultimately, the bill failed but a revised bill – S 77 – was introduced in 2021. Sports betting would be offered via the state’s lottery (VT Lottery). In addition, up to six mobile sportsbook providers would be given licenses.
