Sportsbook Regulation in South Dakota
South Dakota legalized sports betting in 2020 following a public referendum, but only in person and only at the four casinos in Deadwood. Gov. Kristi Noem signed SB 44 into law. The first legal sports bets were taken in November 2021.
For now, the law relates to betting within the city of Deadwood only. A further bill – SJR 502 – to expand legal sports betting in SD failed to be approved in 2022.
South Dakota does have around a dozen tribal casinos, but these are a way away from Deadwood. Existing gaming compacts would have to be amended if tribal casinos were to start offering sports betting.
Sportsbooks are regulated by the South Dakota Commission on Gaming. The Commission is responsible for overseeing all licensed sportsbooks in Deadwood. It also regulates live horse racing in the state.

Deadwood is home to over 20 casinos, all of which are allowed to operate retail sportsbooks on their premises. BetMGM was first out of the blocks in 2021 when it opened its sportsbooks at Tin Lizzie’s and Cadillac Jack’s.
ISI runs the sportsbooks at Mustang Sally’s and Gold Dust Casino. However, the properties ran into problems in 2022 when they were fined for accepting bets on college sports involving SD teams. That’s prohibited under the current South Dakota gaming law.
